Larry Moser | Leadership, Customer Service, Train-the-Trainer

Larry served the Fairfax County Police Department, retiring at the rank of Major. His expertise in law enforcement training, coaching and leadership has been sought by numerous law enforcement professional organizations. He has conducted organizational assessments, and provided leadership consultation and professional development training to public safety professionals and executives nationally. As of 2025 he has trained over 25,000 employees representing more than 400 Local, State and Federal agencies. Larry is a graduate of the 217th session of the FBI National Academy.

Suzan Mann | Adult Learning, Study Skills, Writing Skills

30 years as High School English Teacher

Suzan earned a Bachelor of Arts degree from The College of William and Mary in 1987, National Board Certification in 2006, and a Master of Education from Mary Washington University in 2008. Suzan has recently retired from Spotsylvania County Schools in Virginia where she taught English for thirty years. She is a frequent presenter, to both new and veteran teachers and instructors, on various topics including differentiation, visual literacy, writing instruction, and classroom management strategies.

Through Moser Training Solutions, Suzan offers workshops on such topics as study skills that improve cognitive transfer, test-taking strategies, and effective written communication. Suzan teaches a course in Classroom Management through EducateVA—a career switcher program affiliated with the Virginia Community College system. She also mentors new teachers in Virginia and facilitates Substitute Teacher Training courses for several school districts in Pennsylvania.

Valarie “Vicki” Moser | Crime and Intelligence Analysis

26 years local and Federal LE

Vicki spent 26 years supporting public safety. Since 2010 she has managed all of our Analytical offerings while handling all MTS administrative business matters. Prior to MTS, Vicki served local government by providing analytical, administrative, and investigative support to Federal, State, and Local investigators—9 years of which were spent in a regional intelligence capacity. She received Analyst Certification through the Federal Bureau of Investigations, and possesses multiple related analytical and executive assistant educational course certifications.

Dr. Mark Harrington | School Safety, Train-the-Trainer

25 years of local LE, 10 years College Professor

Dr. Harrington was the recipient of the 2010/2011 George Mason University Faculty Achievement Award. He has developed instruments, analysis plans and data management plans for the Department of State. For more than five years, Dr. Harrington has designed training for more than 2000 employees. Dr. Harrington has developed curriculum and provided instruction for the Homeland Security Program at George Mason University in support of numerous related programs. He served the Fairfax County Police Department for 25 years retiring as a Master Police Officer.

Josh Moser | Training Staff Development

18 years local LE

Josh has served the County of Fairfax Police Department since 2008. He brings diverse patrol, investigative and tactical experience to our team. Having participated in hundreds of operations and over 2,500 hours of training high risk tactics; he has a unique understanding to the challenges and risks today’s modern officer and deputies face.” His knowledge, positive attitude, and diverse skill-sets complement our instructional team.

Adam Van Volkenbergr | Training Staff Development

8 years local LE, 10 years Firefighter/Paramedic

Adam brings 18 years diverse and dedicated experience to our team having served Fire Rescue, EMS and Law Enforcement. Adam began his service as a Wildland Firefighter in Oregon. He then joined North Metro Denver Fire Rescue in 2010, where he spent eight years as a FF/Paramedic. Several of those years were spent as an FTO, helping shape the next generation of emergency medical responders.
Adam transitioned to law enforcement, joining the Denver Police Department in 2017. He began his tenure on patrol, quickly earning a position on his district’s Impact Team and later served in the Narcotics Unit. His leadership and commitment to public safety led to his promotion to sergeant in 2022. His diverse experience and perspectives add unique value in our effort to train the next generation of public servants.
